What is this noise at cold start (2016 SR5)

Recently bought this car (when it was warm out) now that its cold it makes this noise when it starts. (Doesn't happen after the car has warmed up) My thought was to replace serpentine belt, tensioner, and idler pulley but I am no expert. Any help would be appreciated.

Are you talking about the "whiring" noise at like 3 seconds on the video and then it goes away?
