2001 SR5 Power Steering Issues

I have a new to me 2001 Sequoia SR5 with 186,000 miles on it. I got it from my mom. I've driven it over the years, and the power steering is always non-existent when at a standstill or just starting to move. My parents took it in several times to the dealership, and the dealership eventually said that that was just how it was, and it wasn't fixable. That always seemed odd to me, so since it's mine now, I wanted to see if anyone else has a problem with the power steering. Once I'm going 10+ MPH the power steering feels normal. Thoughts?
 
There are really only two components. The pump and the rack. The pump could have failed internally and isn't creating pressure. The rack could fail but idk how it would fail in the way that would result in your symptom. Steering feels normal in a car once its moving even if the power steering isnt working btw so it might not be working at all/at any speed.

Does it make a mechanical whining sound(low fluid or air)? Have you checked your power steering reservoir fluid level(low or empty)? If everything looks ok its probably a bad steering pump.
 
All fluids are normal. No unusual sounds. My mechanic friend said to rev the engine while parked and see if the steering wheel turns easier, and it does. So, the pump is probably not working. I guess.
 
The pump is probably worn out. Its possible adding lucas transmission fix(very thick) might get you some more power at low rpm. If not, replace the pump. Its fairly easy.
